Editorial governance and ethical principles
Desarrollo Gerencial is committed to maintaining high-quality standards in its publications and, consequently, takes all necessary measures to prevent breaches of publication ethics. Authors submitting papers to this journal attest that their work is original, has not been published in other sources, and is not under review by another journal. Additionally, they confirm that the work is their own, not plagiarized or copied, either in part or in full, from other works; and that they have disclosed any real or potential conflicts of interest related to their work or any partial or associated benefits.
This journal adheres to the guidelines established by the following organizations:
- Committee on Publication Ethics (COPE): On research practices and the handling of different aspects of publication ethics issues.
- Publishing Ethics Resource Kit (PERK) Elsevier: Support for journal editors in dealing with publication ethics allegations.
- Singapore Declaration on Integrity in Research: On professional principles and responsibilities for research integrity.
- Berna Convention: On the protection of works (literary and artistic) and authors' rights.
All these bodies set standards and provide guidelines for best practices to meet publication ethics requirements. They also promote responsible, ethical, and transparent decision-making in cases where good and bad practices of authors and scientific researchers who choose to publish with the journal must be managed.
Furthermore, within the process of manuscript evaluation and publication, the various agents involved must adhere to good editorial practices. Below, we outline the different roles and responsibilities at the research and publication levels for the various stakeholders: editors, authors, reviewers, and committee members.
Editors
Editors are responsible for everything published in the journal, continuously improving editorial processes and the website, ensuring the quality of published material, and upholding academic and scientific standards.
Their role should be based on best practices in scientific editing, promoting transparency, originality, integrity, and quality in all publications. They must also act as guarantors of the confidentiality of the information contained in the submitted articles and the peer review comments.
Their responsibilities include:
- Plan and coordinate the journal's editorial production process.
- Coordinating actions to fulfill the journal's objectives.
- Receiving articles submitted for publication and requesting peer reviews.
- Reviewing manuscripts and their intellectual content without discrimination based on race, gender, sexual orientation, religious beliefs, ethnic origin, nationality, or the political philosophy of the authors.
- Ensuring a high academic standard for the content published and making the final decision on the articles to be published in Desarrollo Gerencial.
- Monitoring compliance with the reviewers' recommendations.
- Properly informing the authors about the stage of the editorial process in which their article is.
- Informing the Editorial Committee about the peer review process of all received materials, maintaining confidentiality.
- Proposing the content of each journal issue to the Editorial Committee, based on the articles that are corrected and approved at the time.
- Overseeing the technical processing of materials approved by the Editorial Committee once they have met the established academic requirements.
- Supervising the copyediting and technical quality of the journal.
- Ensure compliance with the journal's publication schedule, making certain that the dissemination and distribution of each issue begin within the first month of the designated period.
- Taking measures to detect plagiarism, self-plagiarism, fraud through falsification or data manipulation, redundant or duplicate publication.
- Retracting published articles in the event of proven misconduct.
- Publishing corrections, clarifications, retractions, and apologies when necessary.
Members of the Editorial Committee are obliged to maintain confidentiality regarding the articles received and their content until they have been accepted for publication. Only then can their title and authorship be disclosed.
In the event of any allegation of research misconduct related to an article published in the journal, the Editorial Committee will follow the guidelines of the Committee on Publication Ethics (COPE) to address such accusations.
The Editorial Committee consists of the Editor-in-Chief, Associate Editors, and the Executive Editor of Desarrollo Gerencial.
Fraud and ethical violations by editors
An editor behaves unethically in the following cases:
- Bias in the selection of articles based on the authors' profiles, research groups, or institutions.
- Articles are not subjected to peer review.
- Conflicts of interest arise in the publication of articles.
- Authors are pressured to cite the journal’s articles to increase the impact factor.
- The editor publishes their own articles in the journal without having another editor oversee the process.
- Confidentiality is breached by sharing the article with other researchers or revealing the identities of the authors or reviewers during the review process.
- Intentional delay in the publication of an article.
Authors
Authors are responsible for the works submitted to Desarrollo Gerencial, ensuring that they are the result of original and unpublished research, and that the data have been obtained ethically. They are accountable for knowing and applying ethical policies in research, basing their behavior on ethical commitment.
Their responsibilities include:
- Familiarizing themselves with the journal's editorial process and the guidelines established in the editorial policy for manuscript publication.
- Submitting original works for publication in accordance with the guidelines for authors, including the data obtained and an objective discussion of their results.
- Providing sufficient information so that any specialist can replicate the research and confirm or refute the interpretations presented in the work.
- Refraining from engaging in scientific misconduct or violating publication ethics. Results must be presented clearly, honestly, and without falsification or inappropriate data manipulation.
- Ensuring that the data and results presented in the work are original and have not been copied, fabricated, distorted, or manipulated. Plagiarism in all its forms, multiple or redundant publication, and the invention or manipulation of data are serious ethical violations and are considered scientific fraud.
- Providing proper authorship and recognition. Authors should not deliberately misrepresent the relationship between a researcher and the published work. No significant part of the article should have been published previously as an article or chapter, nor should it be under consideration for publication elsewhere.
- Ensuring that all co-authors are included in the article, that they have seen and approved the final version, and that they have agreed to its submission for publication from the beginning of the process.
- Disclosing in the article any financial or other conflicts of interest that could influence the results or interpretation of the work. All sources of financial support used in the research must be disclosed.
- If an author discovers a significant error in their work, they are obliged to notify the journal as soon as possible to modify the article, withdraw it, issue a retraction, or publish a correction or erratum. If the potential error is detected by a member of the Editorial Committee or the Editorial and Scientific Council, the author must demonstrate that their work is correct.
- Authors are required to participate in the peer review process for all submitted materials.
Reviewers
Reviewers commit to conducting a fair and objective review of articles, considering only their scientific quality, originality, and theoretical and methodological coherence. They must take a comprehensive approach when evaluating articles and maintain the confidentiality of the material sent to them, as well as the evaluation they provide. Additionally, reviewers must clearly present their evaluation arguments. Their decisions must be based on rigor and scientific quality.
Reviewers also commit to respecting the deadlines for delivering their evaluations to avoid disrupting the editorial process. If they are unable to meet this requirement, they must contact the editor to request an extension or decline the review.
Their responsibilities include:
- Providing an objective evaluation of the content of the work, considering the instructions for authors and the structure of the articles according to the document type (research article or literature review).
- Ensuring that key works in the field of administration are cited, and recommending relevant authors, creators, and developers in this field.
- Providing respectful and constructive comments on the work of the authors.
- Avoiding conflicts of interest that could compromise their objectivity, such as being personally or professionally connected to the authors, or being involved in a dispute with the author or group presenting the work.
- Maintaining confidentiality about the information and data in the articles they review.
- Evaluating manuscripts solely based on their intellectual content, without regard to the race, gender, sexual orientation, religious beliefs, ethnic origin, nationality, or political philosophy of the authors.
- Informing the editor if they detect similarities between the work under review and another published work.
- Submitting the evaluation by the agreed deadline. In case of delays, reviewers must inform the editor to set a new submission date.
Fraud and ethical violations by reviewers
A reviewer behaves unethically in the following situations:
- Plagiarizing information from the articles they review.
- Accepting to review an article when a conflict of interest exists.
- Breaching confidentiality and anonymity during the review process.
- Deliberately delaying the review process for personal or third-party gain.
Editorial and Scientific Board
Members of the Editorial and Scientific Council are seasoned researchers, recognized in the field of administration, with national and international institutional affiliations. Their primary role is to ensure the credibility of the journal Desarrollo Gerencial.
Their key responsibilities include:
- Advising the editorial committee on establishing quality criteria.
- Identifying and suggesting key topics for inclusion in the journal and inviting key authors to submit articles on these topics. They are also responsible for identifying research with high potential for contributing manuscripts that are suitable for publication, and they can invite the submission of scientific articles resulting from research whenever they deem it appropriate.
- Proposing external reviewers and promoting the dissemination of Desarrollo Gerencial in both national and international academic circles. They can also suggest improvements related to the quality of the scientific information to be published and the editorial content of the journal.
- Attending meetings convened by the editors of Desarrollo Gerencial (via videoconference) when required.
- Proposing topics for special issues.
Conflict of interest policy
A conflict of interest arises when an individual has personal, academic, or financial relationships that may bias or influence their actions in research and publication. Therefore, authors submitting a manuscript, editors reviewing it, and both internal and external reviewers, must disclose any potential conflicts of interest that could affect the manuscript's review or approval process.
If the authors declare a conflict of interest, this must be communicated to the manuscript’s reviewers. Likewise, reviewers must recuse themselves if they have any conflicts of interest with the authors or the topic of the manuscript.
To ensure there are no conflicts of interest, the Acceptance or Transfer of Authorial Rights form, along with the Declaration of Conflicts of Interest, will be required. These forms must be submitted with the article during the submission process.
In cases of controversy, Desarrollo Gerencial is committed to resolving these issues through its Editorial Committee. Reasonable steps will be taken to identify and prevent the publication of articles where research misconduct has occurred. The journal will neither encourage such misconduct nor knowingly allow it to take place.
If the journal's editors become aware of any accusations of research misconduct, the Editorial Committee will address the matter, retracting or correcting articles when necessary. Corrections, clarifications, retractions, and apologies will be published if applicable.
In summary, to resolve disputes, Desarrollo Gerencial will follow the guidelines of the Committee on Publication Ethics (COPE), when appropriate.
Errata, retractions, and corrections
The Editorial Committee of Desarrollo Gerencial will consider errata, retractions, corrections, or any other expressions of concern regarding its publications, adhering to the guidelines of the Committee on Publication Ethics (COPE) on this matter. In such cases, the set of rules and mechanisms for controlling scientific communication will depend on the type, severity, and consequences of the identified inaccuracy. These may take the form of an erratum or correction notice, a retraction, and, in rare cases, the removal of the article. The purpose of this mechanism is to ensure transparency in changes while maintaining the integrity of the academic record.
Errata
An erratum notice will be published when it is necessary to correct an error or omission made by the journal after publication that may affect the publication record or the reputation of the authors or the journal, while the academic integrity of the article remains intact.
All errors will be accompanied by a separate notice. This notice must provide clear details of the error and the changes made to the document. In these circumstances:
- The article will be corrected.
- An endnote will be added to the article with a reference to the erratum notice.
- A separate erratum or correction notice shall be published linked to the corrected version.
- The erratum or correction document will be paginated and assigned a DOI.
Corrections
A correction notice will be made when it is necessary to correct an error or omission made by the authors that affects the publication record or the reputation of the authorship or the journal but where the academic integrity of the article remains intact.
All errors will be accompanied by a separate notice. The notice should provide clear details of the error and the changes made to the paper as follows:
- The article will be corrected.
- An endnote will be added to the article with a reference to the erratum or correction notice.
- A separate erratum or correction notice shall be published linked to the corrected version.
- The erratum or correction document will be paginated and have a DOI.
Retractions
A notice of retraction will be issued when a major error invalidates the conclusions of the article or when there has been researching misconduct or publication misconduct. Authors may request a retraction of their articles if their reasons meet the criteria for retraction.
Retraction will be considered in the following scenarios:
- If there is clear evidence that the findings are unreliable because of either misconduct (e.g., data fabrication or image manipulation) or error (e.g., computational error or experimental error).
- If the findings have been previously published elsewhere without proper cross-referencing, permission, or justification (e.g., cases of redundant publication or duplicate publication).
- If the research constitutes plagiarism.
- If there is evidence of fraudulent authorship.
- If there is evidence of compromised peer review.
- If there is evidence of unethical research and violations of professional ethical codes.
When the decision has been made to retract an article:
- A watermark reading “article retracted” will be added to the published version of the article record.
- The message “Article retracted” shall be placed in front of the title of the article (“Article retracted: [title]”).
- A separate retraction statement, entitled “Retraction: [article title],” shall be published and linked to the retracted article. This note shall be signed by the editors of the journal.
- The retraction statement will be paginated and assigned a DOI.
Article removal
Removal of articles will be carried out in exceptional circumstances where the problems are very serious and cannot be addressed by a correction or retraction notice.
This will only occur in the following cases:
- When the article is defamatory or infringes other legal rights.
- When an article is subject to a court order.
- When the item, if not removed, could pose a serious health risk.
If an article is removed, the metadata (authorship and title) will be maintained, and the text will be replaced by a document indicating that the article has been deleted for legal reasons.
Informed consent for publication
Authors are responsible for ensuring the privacy rights of individuals by protecting their identity both in the wording of the article and in the images, anonymizing the information to ensure personal data protection. Any identifier that could reveal the identity of a participant or volunteer, including name, initials, medical history number, online aliases, and social network identifiers, and in any type of resources, such as graphics, photographs, and videos, among others, should be removed.
When an author wishes to include personal information or images of research participants or any other person, it will be necessary to obtain written informed consent (or that of their parents or legal guardians in the case of a person under 18 years of age) for this material to be published.
In the case of research where interviews and focus groups were applied and where informed consent was required, this should be indicated in the article, in the Methods section. In this section, it is necessary to mention the use of informed consent, the process used with the participants, and the controls carried out.
If any information that could identify individuals in the study without their informed consent is found after the publication of the article, it will be temporarily withdrawn until the content that could compromise the privacy of the participants is removed.
If there is any doubt or suspicion on the part of the editor about the ethical conduct of the research work, they may ask the author for informed consent applied in the study.
Data exchange and reproducibility policy
The journal Desarrollo Gerencial is committed to the principles of Open Science (Open Access) and thus encourages authors to make available the data supporting the results presented in the articles.
The contribution of data that, under any circumstance, compromises the protection, privacy, or security of research participants or any other legal or ethical issue is excluded.
This offer must be made before or at the time of submission of the article.
The chosen repository must be findable, accessible, interoperable, and reusable (FAIR) and likewise in open access as well.
To ensure the evaluation of the article by double-blind peer review, this information should not be included in the article document itself but should be included in the dossier submitted to the journal, and reference should be made to the information in the comments sent to the editor.
On the other hand, in the manuscripts, authors should indicate the methods of handling data during the research work. In this section, they shall also specify that the data used were obtained in faithful adherence to the twin tenets of scientific research: honesty and transparency.
Desarrollo Gerencial makes it clear that the data contained in the manuscripts are those that the author shares, reproduces, and exchanges with the scientific and academic community.
Citing method
Authors are encouraged to follow good citation practices with regard to datasets. Where appropriate, information should be provided as to where the data associated with the article are located and under what conditions they can be accessed using persistent identifiers, URLs, and DOIs.
Data should follow APA 7th edition standards for citation of datasets or research data.

Complaints and grievances policy
The journal endeavors to respond to and resolve all complaints and grievances promptly and constructively. Editors have the authority to decide which articles will be published in Desarrollo Gerencial.
When a complaint or grievance is presented, according to its nature and complexity, the case will be studied by editors, a representative of the Editorial/Scientific Council, and the Editorial Committee of the Publications Department of Universidad Simón Bolívar (Colombia). If the case has a legal basis, the process will be directed to the legal department of Universidad Simón Bolívar.
Decisions will be made considering the recommendations set forth by the Committee on Publication Ethics (COPE).
To send a complaint or suggestion to this journal, please write directly to the Desarrollo Gerencial e-mail: desarrollogerencial@unisimon.edu.co with the subject: GRIEVANCE or COMPLAINT.
All communications will be resolved within thirty (30) working days. Although depending on the level of complexity of the complaint, the complainant will be informed if more time to conclude the investigation of the case is required.
The complaint or grievance must be clear and specific and have sufficient data to demonstrate a possible breach of the journal's editorial ethics statement. Supplementary documentation should be attached as proof or evidence of the situation complained of to the extent possible.
Complaints beyond the journal's scope: personal complaints against authors, editors, reviewers, or the journal's editorial team will receive a response indicating the reasons for which the complaint is not considered to be within the journal's competence. In addition, the journal will refrain from carrying out the corresponding investigations when complaints or claims are presented in an offensive, threatening, or defamatory manner.
Open access policy
Desarrollo Gerencial provides open and immediate access to its content on the basis of the principle of offering research and continuous knowledge exchange to the public freely. This means that users can read, download, store, print, search, index, and link to the full text of this journal.
Desarrollo Gerencial adheres to the Budapest Initiative for Open Access (2002), the Bethesda Declaration on Open Access Publishing (2003), the Berlin Declaration on Open Access (2003), and the San Francisco Declaration on Research Assessment (DORA, 2012).
The journal is based on the open-access diamond route: Neither authors nor readers have to pay as the publication is completely free of charge. There is no marketing process.
The costs generated in the editorial management process of the articles are covered by Universidad Simón Bolívar (Colombia) as the publishing entity.
License
All Desarrollo Gerencial publications are licensed under a Creative Commons Attribution 4.0 International License. This license means that you can copy and redistribute the material using any means and format, mix, transform, and build upon the material for any purpose, provided that authorship and first publication in this journal are acknowledged, a link to the license is provided, and any changes are specified.
Intellectual property and copyright
The journal Desarrollo Gerencial seeks to ensure that its publication processes are rigorous and transparent; governed by the purposes of the World Intellectual Property Organization (WIPO), which aims at promoting the protection of intellectual property worldwide through the cooperation of states; in collaboration, where appropriate, with any other international organization; and with the assurance of administrative cooperation among the Unions. Therefore, through this adherence, it seeks to safeguard the rights of authors, the consent in research and publications, the permissions obtained, and the final publication validation under honest and transparent regulations.
Authors’ rights
The authors of articles accepted for publication in the journal retain the moral rights of authorship, will be responsible for them, and shall therefore not compromise the principles or policies of Desarrollo Gerencial or those of the Editorial Committee.
Authors assign all economic rights to Desarrollo Gerencial free of charge so that the printing and reproduction rights by any form and means belong to the Editorial Committee of the journal; it is also accepted that there is no impediment to this, and responsibility is assumed for any claim, legal or otherwise, that may arise based on plagiarism, rectification, or any other type of claim.
An authorization must be signed and attached to the form of Acceptance or Commitment of Assignment of Copyright and Declaration of Conflicts of Interest, which specifies the right of Desarrollo Gerencial and therefore of Universidad Simón Bolívar (Colombia), to reproduce the article by any means, without any type of economic retribution or commitment from the university.
It is recommended that authors publish their articles on social networks, institutional and public repositories, scientific social networks, personal web sites, blogs, etc. This favors circulation and earlier dissemination and thus a possible increase in its citation and reach among the academic community.
Permits
Authors are responsible for obtaining permissions for the total or partial reproduction of material used in the article (text, tables, or figures) that is not in the public domain and for which there is no use permit. Under no circumstances should authors submit proposals to the journal containing material from other institutions without first obtaining authorization.
Advertising and marketing policy
Desarrollo Gerencial is published with financial resources from Universidad Simón Bolívar (Barranquilla, Colombia). It does not receive funding from private organizations and does not advertise in any way.
The submission of papers and the publication of accepted papers are at no cost to the authors.
The journal makes it clear and transparent that it does not publish or accept advertisements or content for commercial purposes. Additionally, it indicates that it does not charge for the publication and evaluation of manuscripts. It does not enter into profit-making agreements with private or public institutions or natural or legal persons.
Anti-plagiarism, citation manipulation, and data falsification/fabrication policy
Desarrollo Gerencial is governed by the regulations of the World Intellectual Property Organization, which applies to Colombia through decision 351 from 1993 of the Cartagena Agreement Commission and Ley 23 de 1982.
Plagiarism is wherever researchers partially or completely reproduce the work of another person, whether published or unpublished, without acknowledging the author's credits. It also includes cases of self-plagiarism, which occurs when an author reproduces all or part of their work without including a reference to the fact that it is a previously published work.
Therefore, all articles sent to Desarrollo Gerencial will be reviewed by the plagiarism verification tool Ithenticate.
If it is found that the document submitted has similarities or coincidences of more than 20% with another document that has already been published, this result will be communicated to the authors, who will have a maximum period of 5 days to review and send their comments to determine whether it involves plagiaristic behavior. On the other hand, if plagiarism is confirmed, the authors will be immediately informed of the decision to definitively reject the document.
The similarity review is performed at two stages: 1) In the preliminary review, before peer review, and 2) Before publication. With the first similarity review, a diagnosis of the article is made, and the second review checks whether the article has been published by another publisher (avoid simultaneous or parallel publication).
The falsification and fabrication of data; manipulation of materials, technical equipment, or processes; change or omission of data or research results to force the testing of hypotheses; adjustment of data to the study goals; and plagiarism, self-plagiarism, and self-citations are rejected behaviors and identified in the similarity review through the similarity–plagiarism program.
The editorial team will take reasonable measures to identify and prevent the publication of articles in which research misconduct has occurred, including, but not limited to, plagiarism, citation manipulation, and data falsification/fabrication.
If the article does not meet the originality criteria, it will not be published in the journal or will be withdrawn if already published. Furthermore, the journal will retract as necessary or make any other amendment in favor of good publication practices.
Archiving policy
This journal uses the LOCKSS system to create an archive distributed among the participating libraries, allowing these libraries to create permanent archives of the journal for preservation and restoration purposes.
The files of Desarrollo Gerencial are saved at the time of publication in their post-print version (version corrected by the author) on the OJS platform developed by the Public Knowledge Project (PKP). Backup copies are kept in external equipment following the security and conservation protocols established by Universidad Simón Bolívar.
Open Journal Systems, which hosts Desarrollo Gerencial, is compatible with the Lots of Copies Keep Stuff Safe (LOCKSS) system, which guarantees the journal a permanent and safe archive.
Declaration of privacy
All information, names, and e-mail addresses on the site of the journal Desarrollo Gerencial are used exclusively for established purposes and will not be available for any other purpose, not even to be distributed or shared with any other party. Moreover, confidential handling of the participants' data is encouraged, thus avoiding the use and publication of the identification of the subjects studied.
Gender policy
In our commitment to promote gender equality and foster diversity in the scientific community, Desarrollo Gerencial has implemented a gender policy that seeks to ensure the representation of both men and women in each issue. In this regard, a minimum representation of forty percent (40%) for each gender must be ensured in the authorship of articles for each issue of the journal.
The main objective of this initiative is to contribute to the visibility, participation, and plurality of scientific voices from all identities, thus promoting an inclusive and enriching environment for knowledge production. We firmly believe that this measure not only strengthens the quality and relevance of our publications but also reflects the diversity of perspectives that enhance scientific research in all its dimensions.
Furthermore, we recommend that individuals wishing to publish in Desarrollo Gerencial, in their articles, disclose whether the research's original data takes gender into account, aiming to facilitate the identification of potential differences.
Use of Artificial Intelligence (AI) as a tool in the elaboration of scientific articles
Desarrollo Gerencial adopts the WAME Recommendations on ChatGPT and Chatbots in Relation to Scholarly Publications:
Chatbots cannot be authors. Chatbots cannot meet the requirements for authorship as they cannot understand the role of authors or take responsibility for the paper. chatbots cannot meet ICMJE authorship criteria, particularly “Final approval of the version to be published” and “Agreement to be accountable for all aspects of the work in ensuring that questions related to the accuracy or integrity of any part of the work are appropriately investigated and resolved.” A chatbot cannot understand a conflict-of-interest statement or have the legal standing to sign a statement. chatbots have no affiliation independent of their creators. They cannot hold copyright. Authors submitting a manuscript must ensure that all those named as authors meet the authorship criteria, which clearly means that chatbots should not be included as authors.
Authors should be transparent when chatbots are used and provide information about how they were used. Since the field is evolving quickly at present, authors using a chatbot to help them write a paper should declare this fact and provide full technical specifications of the chatbot used (name, version, model, source) and method of application in the paper they are submitting (query structure, syntax). This is consistent with the ICMJE recommendation of acknowledging writing assistance.
Authors are responsible for the work performed by a chatbot in their paper (including the accuracy of what is presented, and the absence of plagiarism) and for appropriate attribution of all sources (including for material produced by the chatbot). Human authors of articles written with the help of a chatbot are responsible for the contributions made by chatbots, including their accuracy. Human authors must ensure there is appropriate attribution of all quoted material, including full citations. They should declare the specific query function used with the chatbot. Authors will need to seek and cite the sources that support the chatbot's statements. Since a chatbot may be designed to omit sources that oppose viewpoints expressed in its output, it is the authors’ duty to find, review and include such counterviews in their articles.
Editors need appropriate tools to help them detect content generated or altered by AI, and these tools must be available regardless of their ability to pay.
Editors and reviewers should specify, to authors and each other, any use of chatbots in the evaluation of the manuscript and generation of reviews and correspondence. If they use chatbots in their communications with authors and each other, they should explain how they were used.
