Cambios en el recurso humano para las actividades de ciencia, tecnología e innovación en el sector industrial colombiano

Resumen

Objetivo: identificar los avances que existen en la formación del recurso humano para las actividades de ciencia, tecnología e innovación en la industria colombiana en los últimos diez años. Método: investigación con diseño metodológico mixto: el enfoque cualitativo se fundamentó en la revisión documental de la  Política Nacional de Ciencia, Tecnología e Innovación; y, el análisis cuantitativo, se enfocó en el análisis bivariado de los resultados de la Encuesta de Desarrollo e Innovación Tecnológica (2009 y 2018). Resultados: se destaca una mayor participación de doctores y personas con certificados en competencias laborales en actividades de ciencia, tecnología e innovación y una disminución del recurso humano con niveles de básica primaria, secundaria y trabajadores calificados del SENA. Discusiones: el estudio sugiere que, debido a la ineficacia de la Política Nacional de Ciencia, Tecnología e Innovación, a excepción de los recursos humanos con titulación de postgrado, la participación de los recursos humanos con titulación de primaria, secundaria y superior y con competencias certificadas ha disminuido en las actividades de ciencia, tecnología e innovación. Conclusiones: el análisis resalta la necesidad de implementar mecanismos de seguimiento para incentivar la participación de recurso humano en todos los niveles de formación en las actividades de ciencia y tecnología de tal forma que se acceda a un mayor desarrollo de la innovación en la industria colombiana.
